The planet Angosia wishes to enter the Federation, but during negotiations high security prisoner Roga Danar (Jeff McCarthy) escapes from a lunar prison. Despite his superior abilities, the prisoner is captured. However, this is no ordinary prisoner - he can even break out of a transporter beam! When Picard discovers the truth, his decision leaves the planet in a potentially catastrophic situation.
