In a hidden cave the away team finds a disassembled second android (Brent Spiner), identical to Data! Both were constructed by the famous roboticist Doctor Noonian Soong, who left Earth after being humiliated by his failure to bring to create Asimov's positronic brain.
The parts are beamed up for assembly, then all await the first signs of consciousness. When Picard wonders aloud which of them was constructed first, the other android wakes and says, "He was, but they found him to be imperfect and I was made to replace him". His name is Lore.

As the movie cliche rule states: At least one of a pair of identical twins is born evil. Lore is evil. So evil, in fact, that it is hard to believe that he and Data are twins at all, let alone that he is a positronic robot. Obviously, when Noonian Soong set out to create Isaac Asimov's most famous thought-project, he decided that the Three Rules of Robotics were not necessary (See also Bicentennial man). The rules are:
Lore, despite the homage, is not true positronic robot. He could never have destroyed the Omicron Theta colony if he was.
Which brings us neatly to the next problem: why did the Tripoli away team not find the cave? Surely tricorders weren't that useless 26 years before?
And the next problem: crazy people don't have facial tics. It's a Hollywood cliché. It's also insulting to people who have facial tics.
And who let Wesley Crusher on this ship? There are a thousand people on the Enterprise-D and this little brat is the only one who notices that Lore is evil? Gimmie a break.
Oh well, at least you get to see Picard (and Beverley) telling him to shut up.
