Eager to aid Damar's (Casey Biggs) rebel movement on his homeworld against the Dominion, Sisko (Avery Brooks) orders Kira (Nana Visitor) to put her antipathy for the Cardassian aside and train his staff in resistance tactics. Hoping to ease Cardassian sentiment against the Bajoran Kira, Sisko gives her a Starfleet commission and uniform. Damar and his Cardassian assistant Gul Rusot (John Vickery) await Kira's arrival, realising she has the skills they need to prevail.

Bashir (Alexander Siddig) asks Odo (René Auberjonois) to assist in his medical project by donating the Changeling equivalent of a skin sample. Studying Odo's sample leads Bashir to conclude that Odo is infected with the deadly Founders' disease. On Bajor, Kai Winn (Louise Fletcher) studies the forbidden text of the Kosst amojan to learn how to release the evil Pah-Wraiths. General Martok (JG Hertzler) prepares to be inducted into the Klingon Order of Kahless by Chancellor Gowron (Robert O'Reilly).

Everything and everyone starts positively then begins turning toward the dark side. Cracks begin to show in what were previously well-cemented relationships. Plans become unravelled. Successes become accidents.

Michael's direction is unnoticeable, which is a good thing because in this type of episode he story is more important than any of the people contributing to it.

When it rains... is a tasty melange of familiar meats and unfamiliar spices. It's solid, it's entertaining and it's rewarding.
