The sea watches takes place in the Ashi no Ya (House of Reeds), a brothel in Okabasho, an unlicensed red-light district near Fukagawa. There the madam and an elder sister, Kikuno (Misa Shimizu), warn the young prostitute O-Shin (Nagiko Tohno) to never ever fall in love with a customer. Of course, upon meeting the young samurai Fusanosuke (Hidetaka Yoshioka), that is exactly what happens. O-Shin loses herself completely to the young man and dreams of marrying him.

When things do not work out, O-Shin is left heartbroken and fears she will never find love. A young ne'er-do-well named Ryosuke (Masatoshi Nagase) captures her attention again. O-Shin is attracted to the purity of his heart she finds beneath his rough-hewn exterior. Just when she thinks she has found happiness, a violent thunderstorm strikes the Fukagawa area, the river spills over its banks and the sea rises in flood tide...
