Police officer Jake Riley (Michael Rooker) and his beautiful partner Angie (Catherine Dent) are trying to crack a case of serial murders. The Torch's (Jean-Claude van Damme) next target, though, is personal - Jake's mother. Then scientists create a genetic clone in order to help catch the killer.
