Detective Jerry Black has made a promise he can't break, to catch a killer he can't find.

Jerry Black (Jack Nicholson) is about to retire as chief of police in a small mid-western town. A beautiful blonde little girl has just been found brutally murdered and raped in the woods near the town and Jerry is the one who must tell the parents about her death. He makes a solemn oath to her mother, Lori (Robin Wright Penn), that he will catch the killer.
