One killer on a rampage. Two cops with a plan to stop him.
Nobody gets a break on the treacherous streets of New York city. Murderers, thieves and con-men don't discriminate... luckily, undercover cops Daniel Muldoon (Scott Glenn) and Jimmy Halloran (Courtney B Vance) are there to pick up the pieces and put the bad guys away.
When a beautiful but ruthless newscaster breaks the story of a gay serial killer, the Soho Slayer, the town goes into a panic. Though the police department and the Feds think they've identified the killer, Muldoon and Halloran have serious suspicions that could blow the case wide open. Suspicions that could prove fatal, for the maverick cops.
