Rogue cop Orin Boyd (Steven Segal) is a veteran lone wolf - he's just single-handedly saved the USA Vice-President from an assassination attempt. But in the process, he's embarrassed the government and is assigned the city's worst beat - the notorious 15th Precinct.
Boyd isn't about to make any friends at his new post - he uncovers a massive heroin racket run from inside the precinct. Only one man has the key to this web of corruption, deceit and double-dealing - hard-edged gangster Latrell Walker (DMX) - who it turns out is not what he seems.
In his quest to bring down the crooked cops, Boyd will find that trust comes from unexpected places, danger comes from within and survival comes at a high price.
