When Detective Harry Callahan (Clint Eastwood) stops a liquor store hostage stand-off in his own no-nonsense way, he gets busted back to Personnel. But not for long. When terrorists rob an arms warehouse and go on a blood-soaked extortion spree, San Francisco's leaders quickly seek out Callahan: the enforcer.

Well, the title's somewhat misleading, but The enforcer still manages to bring to the screen all the magic of the previous Dirty Harry films: he's lean, he's mean and he takes no prisoners (accidents notwithstanding).

This time the funniest part of the film is not the funky hairstyles and clothing, it's the white, middle class kiddies playing at people power: talk about naïveté. It's good, though, to see Harry with his first female partner (and the first female police officer in the series). Sure, it's proselytisation, but what Harry believes is true: it doesn't matter who carries the gun as long as they can use it.
